  This article is inspired by recent concerns that history and context has not been taken into proper account in evolutionary economic geography, and by a call for narrative approaches to assess processes of path development, in our case more broadly processes of cluster evolution. We conduct a narrative study of globalization in the maritime cluster in Møre and Romsdal in Western Norway and ask how narratives and antenarratives are voiced to make sense of, and merge, regional and global considerations (processes in phenomenological time). By using a historical approach, we show that the dialogue between materiality and narratives is not a linear process but developed in historical time and reflects contextual changes in historical time. By drawing upon the distinction between narratives and antenarratives, defined as fragments of discourse that are articulated to make sense of things or give sense to them in a chaotic organizational reality, the study contributes to our understanding of regional development.

  I de siste tiårene har vi sett en økende interesse for regioners og klyngers evolusjon og stiavhengighet. Stiavhengighet er knyttet til regioners historie, som gjennom kollektiv kunnskap, institusjonelle strukturer, rutiner og sosiale konvensjoner former fremtidige utviklingsstier. I denne studien går vi derfor inn i nyere klyngelitteratur for å undersøke hvilken rolle kontekst og historiske utviklingsstier spiller for å forstå aktørers handlinger og fremtidig klyngeutvikling. Vi analyserer et omfattende historisk materiale om den norske maritime klyngen på Nord-Vestlandet, og diskuterer hvordan nyere klyngeteori kan bidra til å forstå klyngens historiske utvikling. Gjennom å studere det komplekse samspillet mellom kultur, ulike strukturelle endringer og aktørskap, innebygd i balansen mellom kulturell arv og utsikter for fremtidig utvikling, får vi frem den viktige rollen til historie og de generiske ressurser i fremveksten, utviklingen og globaliseringen av klynger. Studien demonstrerer behovet for å inkludere historiske perspektiver for å forstå den nåværende situasjonen og utfordringene klyngen står overfor.

  This study provides new insights into the role of subsidiary managers in the practice of global business models of multinational enterprises in transforming economies. Drawing on the global business model literature and through semi-structured interviews with a leading Norwegian maritime multinational enterprise in China, we have developed and critically explored a theoretical framework for uncovering how subsidiary managers understand and manage the tensions between the headquarters based in a western country and the subsidiaries based in a transforming economy. More specifically, when implementing the global business model in the transforming economy, subsidiary managers need to undertake effective management of structural, behavioural, and cultural tensions along with the global integration-local responsiveness dilemma. Subsidiary managers can contribute to solving structural tensions between the headquarters and subsidiary by undertaking effective market sensing and knowledge transfer activities to integrate the transforming economies into the MNE's global production networks. Meanwhile, they need to make effective relationship management to solve behavioural and cultural tensions.

  Denne artikkelen tar for seg den viktige rollen som steder og deres generiske ressurser har hatt for fremveksten og utvikling av klynger, som klyngelitteraturen hittil i liten grad har adressert. Vi tar utgangspunkt i klyngeteori og teorier som belyser steders betydning, og presenterer en historisk studie av en tilsynelatende vellykket norsk maritim klynge med utgangspunkt i stedet. Vi belyser hvordan steder er viktig for klynger, og hvordan globalisering kan påvirke dette. Denne innsikten sammenfattes i en konseptuell modell. Ved å forankre forskningen i stedets historie oppnår vi en dypere forståelse for hvordan de endringene vi har sett med globalisering av klyngen påvirker stedene og dermed også klyngen.   This chapter provides a detailed empirical foundation for discussing the role of dissemination of technical, organizational, and managerial knowledge within regional innovation systems. Accordingly, it focuses on qualification for management in regional innovation systems. In Norway, the policy of transferring knowledge to regional business has developed through three different regimes with its respective systemic traits. The first regime was active from 1917 until 1953, based on the cooperation between small business advisory branches in the regions, Smaindustrikontorer, and a semi-public advisory organisation Statens teknologiske institutt (STI), which was set up in 1916 to facilitate flow of knowledge to businesses by the use of liaisons or consultants. The second regime emerged in 1953 was created in connection with the Marshall Plan and the productivity drive in Europe. The third regime emerged after 1987, as the Government decided that the County authorities should take over the local branches of the STI and be responsible for developing the regional flow of knowledge.

  Recent research in economic geography has introduced two notions that historical studies should explore: regional resilience and related variety. Regional resilience refers to a region’s ability to recover from external shocks. Related variety refers to the existence of related industrial sectors in a region, and the relatedness promotes economic development due to spill-overs between sectors. From an evolutionary perspective, external shocks result in new development paths in regions with related variety. This is a dynamic process well suited to historical studies. This article argues that historical studies can contribute to this literature by studying how related sectors interact in resilient regions. We propose that family firms may act as a micro-coordination mechanism by moving financial and human resources from one sector to another related sector as a response to shock. The paper develops this argument by studying how six major regional business families within ocean industries reacted to external shocks over time.   This paper explores the implications of the collective identity of a regional cluster on firms’ internationalization. Prior research has established the value of cluster “insidership” through access to knowledge and resources. Through a longitudinal study, we find that cluster identity, through distinct identity claims, provides imperatives and shapes the motivation of firms to internationalize. These imperatives, we argue, stem from cluster identity seen as defined features of regional collectives, extending reference theory to encompass the role of social cues from similar firms located geographically close. The imperatives are particularly salient in the early stages of firms’ internationalization, adding the role of cluster identity to explain the differences between inexperienced and experienced firms in internationalization.   This article examines the role of small- and medium-sized multinational enterprises (MNEs) in the dynamic development of global production networks (GPNs) in the maritime industry. It studies the dynamism between subsidiaries of Norwegian maritime firms and regional actors and institutions in the Greater Shanghai Region of China from the perspectives of the subsidiaries. It argues that strategic coupling, recoupling and decoupling are partly the results of regional selection mechanisms. However, in the cases where the subsidiaries are embedded within the host region, the strategies and behaviour of MNEs are of decisive importance for the dynamic development of GPNs.   This article explores how clusters have reacted to the recent process of globalization by comparing the development of two clusters that are located in the same region, the county of Møre og Romsdal in Norway. These are the furniture cluster and the maritime cluster on the west coast of Norway. When international competition increased, the first one declined while the other prospered and became more global. Structural differences explain only partly the different development paths of these clusters. In addition, firms’ strategic actions and the degree of collectively shared visions about international operations mattered for how the clusters developed.

  Da norske kvinner endelig ble innrømmet formelt likestilt statsborgerskap i 1913, vant de en sentral demokratisk rettighet. På kort sikt fikk stemmeretten liten betydning for politisk representasjon av kvinners interesser. Valgdeltakelsen økte blant kvinner, men ikke før på 1970-tallet nådde kvinnerepresentasjonen i stortingsvalg over ti prosent. Stemmerettsbevegelsen, som hadde hatt sitt viktigste grunnlag i bygdefeminismen, representerte imidlertid en bred politisk kultur som siden slutten av 1800-tallet hadde tematisert kvinners manglende samfunnsmessige medborgerskap. Stemmerettsbevegelsen bidro til å befeste og utvikle kvinners politiske rolle i organisasjonssamfunnet fram mot 1970-tallet. De kvinnedominerte organisasjonene i det sivile samfunnet fremmet kvinners interesser, og de fikk en ledende rolle i utviklingen av velferdsstaten.

  The aim of this paper is to contribute to an understanding of clusters, including both the material and discursive dynamism of cluster construction, and shed light on how clusters—once established—affect the actors, institutions and processes that constitute them. It does this by viewing clusters as an actant, i.e. “something that acts or to which activity is granted by others”. The empirical analysis examines two clusters in the public cluster programme Norwegian Centre of Expertise (NCE): the Møre maritime cluster and the Hordaland subsea cluster. It focuses on the type of development paths they are following and how the material and discursive processes are interweaved in these paths. The clusters are related to the concept of cluster construction, which is triggered by ideas, representations, policy and industry practice. The Møre maritime cluster is characterized by bottom-up clustering processes and illustrates how the material practices of firms can trigger clustering processes such as the establishment of a cluster and the identification of a prototype of best cluster practice. On the other hand, the Hordaland subsea cluster expresses a top-down process and how the ideal world of academics and policy-making can encourage processes of clustering among co-located firms. Based on these observations of material and discursive interweaved clustering processes and how they affect both those who are practicing and those who are promoting them, we find it reasonable to argue for a stronger awareness of such feedback loops in cluster studies.

  Da sanitetsforeningens formann, Martha Larsen Jahn, holdt sin tale til landsmøtet på foreningens 50-årsdag i 1946, avsluttet hun med en parole til de knapt 187 000 medlemmene: "Gjør deres plikt, sett alle krefter inn i arbeidet for land og folk. Men la allting skje i stillhet.". Med dette gjorde fru Jahn kvinnearbeidets usynlighet til en strategi, men naturligvis synlig for kvinner utover det ganske land. Denne talen gjør henne utvilsomt til en av våre nasjonale strateger. Men hvordan kunne hun sette fram en slik parole til en organisasjon som aktiviserte så mange norske kvinner? Med den størrelse og bredde Norske Kvinners Sanitetsforening har som organisasjon, er det ganske enkelt maktpåliggende å opparbeide en syntese av sanitetskvinnenes rolle i velferdssamfunnet.

  Various academic disciplines have noticed that economic activity tends to be concentrated in particular locations. Across different territorial innovation models it is proposed that the major advantage of geographical and social proximity is increased dissemination of knowledge. Clusters accumulate formal and tacit knowledge which no single business can fully contain within its organisation. Accordingly, highly specialised knowledge is accessed through networking within clusters. Recent studies question whether or not structural changes, internationalisation and globalisation processes are reducing the importance of local contextual and tacit knowledge and its transfer within old regional clusters as knowledge accumulation becomes more formalised or even independent of space. On the other hand, in order to become competitive businesses may increasingly be depending on localised interactive learning processes within clusters. Modernization processes may thus promote rather than reduce the importance of location in the organisation of economic life. However, such studies have focused less on the possibility that technological innovations - directly or indirectly - may alter, disrupt or even have a deteriorating effect on the hitherto institutional prerequisites for regional innovative excellence. This is the main theme of the paper, as we will demonstrate how technological innovations over time may undermine the institutional conditions that earlier on formed a basis for the very same innovations, thus diminishing the space for new innovations and regional development. The paper discusses changing patterns of knowledge flow in the regional maritime cluster in Møre and Romsdal in Mid-West Norway from the 1920s and to the present in light of national and international regulations, structural changes and internationalisation processes. The cluster is seen as the most complete and comprehensive maritime cluster in Norway as well as globally leading. A basic organisational form, namely small shipping companies within deep sea fishing, where the active skipper was owner or partner and controlled strategic decisions, has been particularly important in promoting an extensive flow of knowledge within the maritime cluster. These companies have intersected experience based specialised knowledge with more formal and technological knowledge as the skipper-owners have interacted closely with shipyards, mechanical industry and producers of electronic equipment and hydraulic devices. This flow of knowledge placed the regional cluster in the international forefront. The region was in the forefront in the many technological revolutions in fishing in the 1960s, as in the adaptation of thrusters to fishing boats, power-bloc, electronic fish-finding technology and auto line systems. Since the 1970s, moreover, a substantial flow of knowledge and innovations to new blooming industries was facilitated, as many of the skipper-owners pioneered businesses within offshore supply services, fish farming and marine industry. The technological revolutions seem to have affected these institutional settings through two distinct historical phases. Firstly, the new technology fostered a specialisation among shipowners and fishing vessels. Secondly, the new technology was so effective that without public regulation the fishing industry was capable of emptying the sea. ... (Forkortet).

  This paper discusses whether regional business cultures can be classifies as more or less convergent in terms of the extent to which business actors share basic assumptions and value that are directed towards maintaining or building regional strengths, identities and innovativeness. Building on Weber's distinction between value rationality and instrumental rationality in social action, we hypothesise that there is a positive correlation between convergent regional business cultures, where individual actors reflect the collective in their individual acts, and successful regional development. Conversely, when business actors in a region consistently fail to reflect the collective interest in their decision-making, the regional identity will weaken and the consequences may in the long run be negative for regions and also for individual actors. Convergent cultures are characterised by a web of stable arenas of interaction, formal and informal. Divergent cultures to a larger extent rest on instrumental rational assumptions in cooperative patterns and on symmetrical relations between actors. Only actors that according to the calculation of the stronger part add value to the economic project are included in the joint effort. Since situations and calculations are likely to shift over time, however, the arenas of interaction are also likely to shift. Hence arenas become both exclusive and unstable. We hypothesise that relatively stable arenas of interaction (convergent cultures) are more likely to produce innovation than are interaction patterns promoting exclusion, exclusiveness and unstable arenas (divergent cultures). The focal territory is the county of Møre and Romsdal in the middle of coastal Norway. Inside the county there is the widespread view that the people living or originating from the southern parts is more industrious, entrepreneurial and successful than the people from the northern part of the region. The paper investigates the "reality" of these conceptions and study to what extent the extreme points of the region are producing and reproducing convergent or divergent business cultures. The paper is based on interviews with a number of business leaders about their impressions as well as on their experiences with doing business with their respective neighbours. We also investigate the extent to which these observed differences are consistent with longitudinal historical analyses of the different sub-regions.

  This paper aims to develop a conceptual framework for the transfer of organisational models and practices, which goes beyond some of the simplifying assumptions made in prevalent approaches. In order to do so, the paper compares the insights from the sociological and historical literature on the transfer of American models to Europe in the post-war period. The paper proceeds in three steps. In the first step, we critically examine some of the existing, theory-driven approaches, highlight that all of these are based on what we call "symbolic" neo-institutionalism, which namely assumes that the environment of organisations produces rather clear-cut "models". In a second step we show that this variant of neo-institutional is a very reduced version of neo-institutional thinking. In a final step we develop an alternative framework, combining the neo-institutional approach with insights from the literature on the dissemination of innovations, illustrating it with examples from recent historical research on Americanisation.

  GMS prosjektet "Nyskaping og næringsutvikling i Møre og Romsdal" har hatt sitt faglige fokus rettet mot den videre utvikling av verdiskapingspotensialet i den maritime næringsklyngen i regionen. Arbeidet har vært nær knyttet opp til et langvarig arbeid i fagmiljøet med næringsøkonomiske studier av den maritime klyngen. Utsiktene for den videre utvikling i den maritime næringen etter den globale finanskrisen, har vært et dominerende tema i prosjektet den siste tiden. Arbeidet innen dette prosjektet har gitt anledning til å inkludere sentrale tema som innovasjon og kunnskapsdeling i globale og regionale næringsklynger. Det er i prosjektet utviklet en modell for logistikkplanlegging knyttet til produksjon på ulike geografiske steder og ved bruk av ulik type arbeidskraft. Modellen gir et grunnlag for å drøfte spørsmål knyttet til outsourcing ved produksjon i lavkostland. Det har videre vært arbeidet med å utvikle et beslutningsstøtteverktøy for operasjonell planlegging i prosjektorientert produksjon. Prosjektet har vært gjennomført i tett dialog mellom referansegruppen og prosjektgruppen. Referansegruppen har ut fra sin brede erfaring fra næringen, på en meget konstruktiv måte bidratt til å fange opp sentrale forskningsmessige tema som er av stor praktisk relevans for næringen. Vi ser denne arbeidsformen som et eksempel på et vellykket samarbeid mellom bedrift/næring og forskningsmiljø. Samlet har prosjektet på en meget god måte bidratt til å bygge ut og styrke den samlede forskningskompetansen ved Høgskolen i Molde og Møreforsking Molde AS, på områder av potensiell stor betydning for den videre utvikling i den maritime næringen. Flere av de forskningsmessige temaene som er tatt opp i prosjektet er under videre utvikling gjennom andre prosjekter ved Høgskolen i Molde/Møreforsking. Tilbakemeldingene fra bedriftsrepresentanter er at resultatene fra prosjektet blir oppfattet som relevante og nyttige for å forstå og takle de utfordringene en står ovenfor og gjennom dette bidra til en videre utvikling av verdiskapingspotensialet for den maritime næringsklyngen i Møre og Romsdal.

  SMB-kompetanse (SMB-K) er et prosjekt med nærings-, regional- og utdanningspolitiske begrunnelser, innenfor Forskningsrådets BRO-program (Program for brobygging mellom næringsliv og forskning). Prosjektet skal bidra til å utvikle langsiktige relasjoner mellom små og mellomstore bedrifter og FoU-miljøer, i praksis høgskolene i regionene. Tiltakets virkemiddel er å knytte kandidater med høyere utdanning til ettårige utviklingsprosjekter i bedriftene, som tilbys en kompetansepakke med bl.a. veiledning fra høgskoleansatte. Prosjektperioden er 1997-2001, og denne midtveisevalueringen er hovedsakelig basert på en studie av tre av regionene i SMB-K. Evalueringen har en institusjonell tilnærming, der deltakerne forstås som innvevd i ulike institusjonelle felt, der det er utviklet relativt permanente oppfatninger, handlingsmønstre og normer som er knyttet til viktige strukturer ved de ulike feltene og til de rollene som aktørene innenfor feltene tradisjonelt utøver. Om SMB-K skal være et effektivt tiltak, kreves det både innsikt i og evne til å handle i forhold til de normene og handlingsmønstrene som hersker i relasjonen mellom høgskoler og SMB. Det tar tid å endre tunge institusjonelle strukturer. Evalueringen peker på en del problemer ved SMB-K, men også på at tiltaket har satt i gang positive prosesser og at det har utviklingspotensiale. Evalueringen viser også at det er åpenhet for tiltaket i høgskolene, at bedriftsledere ønsker samarbeid med høgskolene, og at utviklingsprosjektene framskynder innovasjonsprosesser i bedriftene.
