"Factors influencing the allocation of long-term nursing home places: An institutional logics perspective"

Abstract:

In the Nordic countries, human worth, justice, and equity stand as core values within all levels of the health sector, including in the delivery of long-term care (LTC) to the elderly. To ensure the compliance of these values within the allocation of nursing home places, the Norwegian government is currently working on joint national criteria to be used across municipalities. Pending these criteria, all Norwegian municipalities must have local regulations with criteria for the allocation of long-term nursing home beds. The current literature emphasizes the importance of medical professionalism but also, to an increasing extent, marked- and business-oriented governing regimes, among others, in health-related decision-making. Studies also demonstrate variation in LTC delivery and that the content of the local regulations varies across municipalities. However, we have little knowledge as to which factors that influence on the allocation of nursing home beds in practice. Increased knowledge on this topic is important both in relation to the core values of health care, as well as in the discussion of joint national criteria for allocation of nursing home beds.
